The answer to your question is definitely Yes.
You're allowed to sit in the UPSC as well as BPSC.
But there are no subjects related to IT or Computer Science in the UPSC.
So you need to select other subjects instead of IT.
The qualifications for both the commissions is only Graduation(Degree).

after completing your graduation from a govt.
Recognized university .
But remember you must be in between 21-30 years.
And if you are belonging to reserved category than there is an age relaxation
of 3 and 5 years for obc and sc/st category.

As for both the exams bpsc as well as the upsc
Graduation is must and the candidates who have a graduate
Degree from a recognized Indian university are allowed to sit in the exam
But the condition is that your university must be a recognized Indian university
And only then you will be eligible for the exams

1, You must be an Indian
2, Age between 21-30 ( OBC 21-33, ST/SC 21-35)
3, Graduation with passing marks in all subjects.

Well friend, you are eligible for civil service examination conducted bu UPSC .
You are also eligible for BPSC, since you are Graduate.
I am mentioning eligiblity criteria for Civil services.
Eligibility Criteria for Civil services :
>> You must have done Graduation in any branch from any specialization from any Recongnised University by UGC , if Correspondence than DEC.
>> Age Criteria/Factor :
Minimum age : 21 Years
Maximum Age : 30 Years
Relaxations for OBC : 3 Yrs in Maximum Age
Relaxations for SC/ST : 5 Yrs in Maximum age.
>> Number of Attempts allowed are :
Genereal : 4
OBC : 7
Sc/ST : No limit.
>> You Must be Indian Citizen for that.

why are worrying so much you are eligible for upsc and bpsc since you have done graduation which is the minimum qualification required for appearing for this examinations.
UPSC is the union public service commission (national level exam) .
BPSC stands for bihar public service commission(state level exam).
the eligibility criteria for both e xams are almost same.
1.educational qualification:graduation in any stream from a recognised university.
2.age factor:21-30years for open category.
