Essential requirements for the all are
1.university graduate from recognised university.
2.Indian nationality is must.
3.age should be within 21-30 years relaxed by 3,5 years for obc,sc/st categories resp.
but
for IES you have to choose among Electrical Engineering,MEchanical engineering,civil & electronics engineering. as your examination subjeect. while for IAS,IPS you have to choose two mains electives out of 25 listed subjects by UPSC.
there is fixed attempt by 4 & 7 for general & obc aspirants while IES is free from such restriction.
You can apply for upsc exams.However it depends on the requirements of job itself.
However, you cannot apply for IES,MES and some other fields where b.tech (IT) engineers are not required.
Means you are eligible for entrance where there is not mentioned that only mechanical,civil etc are eligible.

As to write the upsc exam you just need to be pass in graduation
From a recognized indain university it does not matter from which field
You have passed graduation means whether it is in commerce or science
Age limit for the upsc exam is 21-30 and relaxation for ph and sc.st and obc of 10 ans 5 and 3 year
And as you said you have completed b.tech in it and can you go for IAS and IPS Exam
And the answer is simply yes you can go for the exam

Being an IT graduate you can apply for IAS & IPS through Civil Services Exam.
But You not eligible for IES exam.
Only Civil/Mechanical/EC/Electrical branches can apply.
