~You can definitely appear for the Civil Service Examinations after completing your Engineering in Computer Science,as it is equivalent to Graduation.
~You must also fulfill the full eligibility criteria for this exams.
ELIGIBILITY CRITERIA ::
* You must be a citizen of India,
or, You must be a subject of Nepal or Bhutan,
or You must be a Tibetan refugee settled permanently in India before 1962.
* You must be of 21 to 30 years of age. HOWEVER,there is a relaxation in the upper age limit,of 3 years for the OBCs and 5 years for the SC/STs.
* You must have completed your Graduation or Equivalent,from a recognized university under any stream,or be a final year student in the same.
*The number of attempts is 4 for a general category,7 for OBC Candidates and unlimited for SC/ST Candidates,until they satisfy the age criteria.
TIPS TO DO WELL IN THE CIVIL SERVICE EXAMS:
~~Improve your writing skills as most of the examination in the Mains exams is suggestive in nature.
~~Improve upon your Grammatical mistakes.
~~Practice a lot of model papers and previous paper question papers.
~~As computer does not feature among the list of optional subjects,prefer the ARTS subjects for your Mains exams as these are highly scoring and even asked about in the prelIminary exams.
~Keep a positive attitude and manage your time well.
~~Self study is the key to success.
~~Work really hard.

You should divide your preparation time between GS Paper 1 and 2 as optional subjects have been eliminated from the IAS preliminary exam.I just referred one good newspaper and two magazines for current affairs .Referred the past 5 years solved question papers before and after reading a topic.

you just need to have completed engineering from a UGC approved university,

CSAT Exam Contains Two Papers, Each of 200 Marks.
And all Question are of Objective type.
Paper-I General Studies and Current Affairs
Paper-II General Aptitude
For General Category Combined score of Both Paper is must be 50% to get Select for Mains Exam.
