and at the graduates level like Civil Services exam,Engineering Service exam

Yes friend after completing graduation from computer engineering you can apply for Civil Service exam.

UPSC conducts the civil service exam every year for the post of IAS, IPS or IRS.

Civil service the toughest exam of India and lots of candidates take part in Civil exam.

So the exam standard is very tough and candidates have needed to do specific preparation for civil exam.

To apply for Civil exam candidates must fulfill the condition for civil exam.

Only graduation qualified candidates can apply for Civil Service exam.

University should be recognized by UGC and in case of distance graduation university should be recognized by DEC or IGNOU.

The minimum age of candidates is 21 years while maximum age limit is 30 years.

Age limit for the civil service exam is the 21 to 3o years.
After complete the degree you are also eligible for the CDS exam, Under CDS exam four department

National Defense Academy and Naval Academy Examination (NDA/NA)
but as you mentioned that you have completed your computer engineering
you can apply for the other upsc graduation based examinations .
