EDUCATION QUALIFICATION -:
* you must be passed first or second division in 10+2 school pattern or equivalent exam by recognized university OR any board approved by government with physics, chemistry and mathematics
NATIONALITY-:
* Candidate must be an Indian
AGE CRITERIA -:
* For general candidate -: 17-21 years
* For obc candidate -: 17 - 24
* For sc/st candidate -: 17 -26
AGE RELAXATION -:
* Five years age relaxation for Ex- service including commissioned officers.
* Ten years age relaxation for physically handicapped persons.
* Five years age relaxation for ordinaly domiciled in the state of jammu & kashmir during the period of 1980-1989.

The educational qualification required for scra is intermediate and the age limit for scra examination is 17 to 21 years.
If your age lies between 17 to 21 then you can apply for scra but after clearing scra, you are supposed to persue an undergraduate engineering course from Indian Railways Institute of Mechanical and Electrical Engineering, Jamalpur.
Since you have alreday completed your graduation degree then why not you apply for ies(Indian engineering services) examination.

1.Education: A 12th standard or equivalent from the recognized board/University having physics/Chemistry/Mathematics can apply for SCRA UPSC Entrance exam.

Eligibility:
You should have completed 21 years of age by 1st August and the minimum age for aspiring it is 17 years.
The relaxation limits for SC/ST candidates is 5 years.
For backward classes it is 3 years.
For Ex-service men the limit is 5 years.
Education qualification:
You must have passed +2 with (10 +2) pattern of school education with mathematics and either physics or chemistry with it.

SCRA stands for the Special Class Railway Apprentice examination.This entrance examination is conducted by the UPSC for selection of candidates for bachelor's degree program from the institutes like BIT Meshra etc.
The eligibility criteria for the exam is :
>>Minimum of 10+2 passed /appearing from a recognized board with physics ,chemistry and mathematics as compulsory subjects with at least of 60% marks in it.
>>The general age limit is 17-21 years with three years age relaxations application for the obc candidates and five years for the SC/ST candidates .
As you mentioned that you have completed your bachelor's degree in technology ,you are eligible for the SCRA exam if your age is within the specified limits .
To be very honest whats the need for going SCRA exam after completing B.tech you will again have to go for the B.tech in mechanical engineering .It would be better in my opinion you should prepare for the Indian Engineering Services.
If you will really prepare exceptionally well ,you will get definitely the respectable job with handsome salary which you will get after completing B.tech from BIT Meshra .Then whats the need to go for the SCRA.

here the question is not about your graduation, the eligibility of you depends on your age.
Because for giving the SCRA exam, the age limit required is 17-21 years.
Now if your age lies between the limit of 17-21 years then you can appear in the SCRA exam, and if your age is above 21 years then I am sorry to say but you are not eligible for giving the exam.

As you have completed B.Tech course which is a 10+2+4 course.So in general your age should be 22 years which is greater than the upper limit for SCRA if you are belongs to general category.
