You can become IAS Officer whenever you want. You can do it before or after doing Ph.d. You just have to satisfy the basic eligibility criteria to appear for the Exam.
Civil Services Examination is conducted by UPSC every year for the recruitment of candidates for the post of IAS, IRS, IPS.
The basic eligibility criteria for Civil Services Exam are as follows:
Educational Qualification
The candidate must hold any degree in any discipline from any recognized university
Final year degree students are also eligible
Degree obtained by distance education/open university is also eligible if the university is a recognized university
The candidate should be of the age in between 21-30 yrs
The maximum number of attempts is 4.
Nationality should be Indian.

P.Hd degree is not compulsory for IAS exam.you can apply for IAS exam before and after Phd. after Ph.d If you fullfill the eligibility criteria then you are eligible for appearing the IAS exam otherwise not. But there is no such type of restriction that Ph.d is the compulsory.

Yes, you can surely become IAS Officer, if you have any degree from recognized university.
You have to give the Civil services exam conducted by UPSC.
To apply these exams,P.hd is not needed, it depends on you whether to apply for the exam after P.hd or before P.hd.
My advice is to apply for the exam right now and start your preparations for the exam before doing your P.hd.
Because, there is one more criteria to give this exam, i.e age, the minimum age required is 21 years and maximum is 30 years.
So, if you apply for the exam after completion of your P.hd degree then you may reach almost 28, this decreases your chances for the exam.
If you belong to any reserved category, then there is age relaxation.
For OBC candidates, the maximum age is 33 years.
For SC/ST Candidates, the maximum age is 35 years.
For PWD/Ex-service men, the maximum age is 40 years.
There is also restriction on the number of attempts for this exam.
