UPSC does not conduct any exam for lecturer post. Govt. colleges can have their own process for recruiting lecturers. Sometimes, UPSC is given the task of such recruitment. But it is based on the vacancies and the decision of UPSC, it may undertake recruitment process of lecturers in govt. colleges. Especially UPSC recruits lecturer, professor etc for national defense academy, indian military academy etc for departments such as economics, computer science, languages etc. there is no fixed date, when they will call for such recruitement. It depends on vacancies. hence refer various motifications issued by UPSC in emplymentnews.com website or employmentnews weekly. you can also look into sarkarinaukri.com website
state public service commission also recruits lecturers for state run colleges.
