SORRY mere having only registration I.d doesn't entitle you to sit in the exam

you compulsory have either e-ADMIT card or ADMIT card which is sent by upsc through post.

You can not sit in the UPSC exam on the basis of registration number only because to appear in a UPSC Exam you must have a valid admit card issued by the competent authority.
So if you have not got your admit card for the UPSC Exam then you can download the duplicate admit card from the UPSC's website by indicating your registration number and date of birth.

No, you will not be allowed to take the examination without the admission certificate.
If a candidate does not receive his admission certificate or any other communication regarding his candidature for the examination 3 weeks before the date of the examination, he should at once contact the Commission.

On receipt of such a communication, Admission certificate or a duplicate copy will be issued to the admitted candidate.

Without admit card you will be completely denied to take the examination.
