Well, UPSC is like a commission, which has responsibility to conduct examinations , exams which are at center level.
I mean it conducts examinations for Central government and big posts.
Examinations conducted by it are :
>> Civil services
>> IES
>> IFS
>> Geology examination
>> CDSE
>> CMS
etc

IT IS LIKE A CENTRAL INSTITUTION WHICH IS AUTHORIZED TO CONDUCT THE NATIONAL LEVEL EXAMINATIONS
LIKE DEFENCE SERVICES EXAMINATION , MEDICAL SERVICES EXAMINATION , NATIONAL DEFENCE SERVICES EXAMINATION ,
CIVIL SERVICES EXAMINATION,...........AND MANY MORE FOR CENTRAL GOVT. JOBS.
IT IS MADE BY THE ARTICLES 315 TO 323 OF PART XIV OF THE CONSTITUTION .
The first Public Service Commission was set up on October 1st, 1926.
IT IS IN EVERY STATE .
LIKE FOR CENTRAL GOVT. IT IS NAMED AS ' UNION PUBLIC SERVICE COMMISSION'AND IF WE ARE TALKING ABOUT MAHARASHTRA THAN IT IS NAMED AS
' MAHARASHTRA PUBLIC SERVICE COMMISSION '
STATE PUBLIC SERVICE COMMISSION IS ONLY RESPONSIBLE FOR THE STATE GOVT. JOBS PARTICULARLY.

UPSC is a constitutional body, which selects deserved candidates for top most diplomats, IAS officers, IPS,revenue service and other services. It mainly works on recruiting deserved candidates through rigorous tests. It is a commission with a chairman and and seven other members. Its history dates back to the late 1920s when central civil service commission was setup. After independence, the UPSc is setup as a constitutional authority.
