You can face both the examination but it depends upon your choice.Percentage is not going to matter a lot but only thing which is going to matter is your choice.See both the examination are totally different and both required different mindsets.So keeping in mind you should appraoch.
I am just telling overview of both the examination pattern.Where CAT requires knowledge of Quantitative Aptitude and Data Intrepretation.It also tests your Verbal Ability and Logical Reasoning.The main focus is on you analytical skills but speed.
Civil service examination tests you from all around.You will require more number of study hours,strategic planning.The most important part of it is ability to keep your general knowledge updated as well as current affairs.See after you qualifies civil service examination you get selected for various services like IAS (Indian Administrative Service),IPS(Indian Police Service )etc.

Both of the mentioned choices are completely different and should be decided on the basis of your personal expectations and interest.
In case of this sort of dilemma ,you should decide by listening to your interest and considering your strengths and weaknesses.
Both of these Exams put you in different Jobs so both of them have different eligibility conditions and different style of testing.

2. have a degree of graduation.

It depends upon your interest , If you are interested in MBA then choose CAT entrance exam and if you are interested in civil services then choose CSAT exam.
After MBA you also can give civil services exam.
For that exam you should be graduate from any recognized university and also can apply in last year of graduation.
Your age must be under 21-30 years.
For civil services exam no percentage barrier, those candidates are also eligible which just have passing marks in graduation.
