Yes it a good habit as for the civil services preparation it is well needed that you prepare notes for all the national and international news and study them before the exam..

Yes, it is a good habit to collect articles but any effort made should have a purpose and utility. YOu may like an article but UPSC's exam is not about what you like but what is relevant. So, while collecting any article, you must guage its utility for the exam. Otherwise, you would end up with a pile of articles and it will become a cumbersome task to read them all just befor the exam.

To save yourself from such situation, you must prepare a gist of all the articles that you read topicwise. By this method, you will have everything revisable at the eleventh hour.

Yup ofcourse its a good habit, but it would be better if you can collect articles from "The Hindu" newspaper.
