Dear candidate,
The SCRA EXAMS were conducted this year on the 29th of January.As these exams are conducted only once an year now,no more forms are out for a while.They are only available in November.
So I doubt that the admit card that you are eager to download does not exists on the UPSC website as of now.There have been no such notifications by the UPSC related to this.
So,probably there is nothing you can do now.
IF YOU DON'T RECEIVE YOUR ADMIT CARD OF SCRA BY POST, YOU NEED NOT WORRY AS YOU CAN SIMPLY DOWNLOAD THE E-ADMIT CARD FROM THE UPSC WEBSITE (www.upsc.gov.in)

If you have not recieved your SCRA admit card you cab download it from the official site of UPSC.All you need is your Registration ID(RID) which you got afetr filling form 1.
Go to http://www.upsc.gov.in/ and then in Examination section>>>eAdmit card>>>>Fill your info.enter your Reg ID and date of birth and download your admit card

before few days of the exam you will receive your admit card by post ,
but if you fail to receive your admit card by post then you can also download it from the official website of upsc that is ,
www.upsc.gov.in
you need to enter your registration no.and date of birth.

to get your admit card you should follow the steps mentioned below.
1. first you should go on the official website of upsc http://www.upsc.gov.in
2. than check the notification for admit card of scra examination in the 'what's new' section.
3. than click on the notification.
4. provide the things like roll no. ............ which required .
5. see and download it and take a printout of it.

dear do not worry you will get your admit card by post when few days will be left for the exam,
but if anyhow you fail to get your admit card by post then you can also download it from the official website of upsc,
