Of-course you should go for the self Preparation.
First of all you have to go through the Question Pattern for which exam you want to appear. You can download and print Previous Years Question Papers at www.upsc.gov.in
NCERT books are best for the basic knowledge because it covers full syllabus of UPSC.
You can also practice more and more MODEL Question Papers from a sample paper by which you can experience to the Questions coming in UPSC exams.

has u r in 5th sem, u have lots of time for preparations. because u can apply for IES during ur final sem only.
first collect the detailed syllabus.
collect materials accoording to that. also have old question papers. visit www.upsc.gov.in to get previous years question papers.
follow standard book for ur main subjects from now itself.
allocate some hrs to prepare for IES. must reduce ur sleeping time.

And then start preparing very hard on your week topics
