it doesn't matter you are from hindi medium or english medium you can give you exam in hindi or in english. for preparation you should consult N.C.E.R.T BOOKS.
medium doen't matter alot while getting succes in SCRA EXAm as it is examination of Knowledge ,logical,managerial aptitude type besides merely a exam of just a language.
!.collect all the NECERT books OF upto II-X levelin english lanuage ,learn them,it will help you in general ability paper.
2. for the english comprehension which generally of high school level try learn about grammatical error's,take coaching for the english competition level from some institutes if you are weak in it.
3.read newspaper both in hindi &*english,
read same news in both language
better do read information before in english then in hindi,
that will tell you how much you understood without knowing the actual subject ,
then again read in english which will tell you the difference after knowing the subject
how much you understood ,& what you earlier supposed that particular word.
write down those words , in this way you will slowly improve in your english & grow in confiedence which is necessity to success.
4.besides even if feel problem then do join any coaching for proper guidance
5.salove previous year question paper as much you can with time bound examination condition in one go.
dont worry , just be cool!!! follow some advice-
1. For the General English Paper, practice the basic rules of English usage and vocabulary exercises from any standard grammar/Civil Services examination handbook.
2. For the general knowledge paper, focus on areas like: physical geography, exploration of underground resources with special reference to flora and fauna of India, polity, history and society in India, social planning and welfare in India, economics with special reference to India�s development under the five year�s plan.
3. Your answers should be analytical, precise, logical and systematic.
4. Basic preparations should be made from good text books, with additional backup from a variety of sources e.g. journals, newspapers, topical essays, websites, etc.

Medium of UPSC exam does not matter, But anyway, I suggest you to study english medium books because this will help you to qualify oher exams along with UPSC exams. Your Hindi medium background is not going to be a problem in UPSC SCRA Exam if you are good in Mathematics , Physics , Chemistry and English grammar.
Because being a UPSC exam it focus on aptitude, understanding and skills of the aspirant.
However to be familiar with general terms and good vocabulary you must read textbooks of NCERT in English language and for questions on Current-Affairs you must read an English newspaper daily and practice mock test papers to test your preparation.
