Hello Applicant,
>> As you have said here, that you had applied for the Civil Services examinations which were conducted in 2012.
>> The UPSC had made it clear right from the start that the admit card for the CSAT 2012 will not be sent via post on to the residential address of the candidates.
>> You were supposed to download the e-admit card from the official website of the UPSC.
>> The link of the same was made available about two weeks prior to the scheduled date of examination.
>> Since you did not download it, and failed to appear for the exam, you ruined an attempt.
>> As you have had completed your registration, it is definitely going to be counted as one attempt.
>> Now, if you are a General Category pupil, then you have only three attempts remaining. If OBC, you have six more attempts left and if a SC or a ST, then the number of attempts are unlimited until you satisfy the age criteria.
>> I will personally recommend you to have the guts to go for the exam once you apply for it, you are ruining a chance anyway. You will only grow in experience.
>> And if this happened due to lack of awareness, then have a more cautious mind.
>> Keep visiting the official website of the UPSC regularly !
all the best.

Applying for the CSAT exam does not decrease your count of attempt. Your attempt decreases if you appear for even 1 paper. Since you did not appear, your attempt is not wasted.
Number of attempts differ from category to category:
OPEN-4
OBC- 7
SC/ST-9
