Dear Friend,
I will give you some important information about the question you asked.
The moment you go inside the preliminary exam hall and sign the attendance sheet, your trail is counted (it doesn't matter if you fail or pass).
If you only fill up the form but don't go in the exam hall, your attempt is NOT COUNTED.

Keep record of everything from hall ticket to form number as they will be useful for future purpose.

Number of Limits:

1. General : 04
   
2. SC/ST : Unlimited until they reach the maximum age.
   
3. OBC : 07
   

For PH :

1. General : 07
   
2. OBC : 07
   
3. SC/ST : unlimited till their maximum age.

The number of attempts is different for different exams of UPSC. UPSC does not have same rules for all the examinations as every post requires different criterias.
For NDA,CDS,SCRA there is no limit on attempts and one can apply as long as the age limit is not crossed.
For Civil services exam, Engg Services exam,Forest Services exam there is limit on attempts.
Following are the attempts based on category for Civil Services exam(commonly known as IAS exam by peoples),Engg Services,Forest Services:
4 for General
7 for OBC
Unlimited within age limit of 35years for SC/ST

for giving the upsc exams, the re4servation and relaxation is given in the IAS and IES exams.
The age limit for giving these exams is 21-30 years.
And a relaxation of 3 and 5 years is given to the obc and the sc/st category respectively.
The number of attempts for giving the exam are

Obc= 7
Sc/st= no restriction

Friend, there is the provision of fixed number of attempts for each category except Scheduled Caste and Scheduled Tribe in Civil Service Examination. A a general rule, only 07 attempts are permissible for Open Category. For OBC category, only seven attempts are permissible. While Scheduled Caste and Scheduled Tribe categories enjoy the benefit of unlimited number of attempts. So it is advisable for the candidates that they should prepare themself properly in order to utilise every attempts. Don't take any attempts lighly. Every attempts must be taken seriously and put his/her full efforts.

The number of attempts for Open Category is 4 for Civil Service Exam and IFS Examination.

But there is no restriction in other exams, just you have to be in the age limits.

Hi,

The candidate Minimum age is 21 and maximum age is 30 year for general candidate and there is age relaxation provided to OBC and SC/ST candidate is 3 year and 5 year respectively

UPSC is not an exam.It is a commission which conducts exams.There are several exams conducted by UPSC for matriculates to Ph.D candidates every year.You need to specify the name of the exam to know about the details.If you are concerned about Civil services,then the number of attempts for that is 4 for General category within the age limit of 21-30years.It is same for Engineering services as well as forest services.

For UPSC examination, civil services a candidate can get maximum 4 chances if he/she belong to GEN.category to clear the CSE . OBC : Get 7 chances S/c S/T & PWD: No limit.

All upsc exams eligibility for attempts does not follow like Civil services , there are UPSC NDA,SCRA,CDS, CDS IMA, CDSE NAVAL ,CDSE Air Force these exams. does not ask for attempts/chances etc.ONLY UPSC CSE/IFS requires this usage.

1. General/Open Category Candidates : Only 4 times

2. Other Backward Classes Category Candidates : Only 7 times

3. Scheduled Caste Category Candidates : No Limit but only till 35 years of age

3. Scheduled Tribe Category Candidates : No Limit but only till 35 years of age

4. Ex-Servicemen Category Candidates : No limit but only till 35 years of age

but there is a restriction for the aspirant on the number of attempt for a upsc exam
for general category aspirants there are only 4 attempts
for obc there are 7 attempts
for sc/st aspirants there is no restriction on the number of attempts

unreserved category give the civil service exam 4 times . the age limit 21 to 30 years.

Cds Exam:-
there is no relaxation for the reserve category. all candidate give the test untill he/she complete the age. cds exam two times held in a year
age limit for the exam:-

Indian Maltery Accedmay age limit is: 19 to 24 Years
For Officer Training Academy age limit: 19 to 25 years
Naval age limit: 19 to 22 years
Indian air force age limit: 19 to 23 years

For ies exam:-
unreserved category give the ies 4 times . the age limit 21 to 30 years.
