If you want to appear in 2012 UPSC exam then you must born between 2 August 1982 and 1 August 1991.

the attempts for upsc exams varies according to your caste (i.e) whether you are bc , mbc ,sc\st etc.
the general categories have 4 attempts whereas the SC/ST have no limits .
dont forget about the age limit also !!!

to apply for upsc exams graduation in any subjects is the main requirement
but there is a restriction for the aspirant on the number of attempt for a upsc exam
for general category aspirants there are only 4 attempts
for obc there are 7 attempts
for sc/st aspirants there is no restriction on the number of attempts
