Dear Aspirant As per guidelines of IAS,PSC and Railway,you must have Graduate Degree from Recognized University,but in your case you have only Diploma although you have 72%.so you can't appear in IAS exam. but there are some railway exams which are of diploma or +2 level for that exams you are eligible.
