Association of Indian universities located at Delhi is competent authority to grant you an equivillant degree of your degree which you have pursued abroad .on basis of that equvillant degree you can appear in civil service exam

There Is Eligibility Criteria :

1. Graduate From The Recognized University In Any Discipline
2. Indian Citizen
3. Age Limit : 21 to 30 Years

So Friend You Eligible For Civil Services.

No , Its not compulsory to have an Indian graduation degree ,

as long as you are an Indian Citizen .

UPSC criterion is :

Graduation from a recognised university and

a citizen of india and

Age Criteria

Nothing else is required as per UPSC norms.

SO you can very well opt for UPSC, without any hesitation
