It is not possible now. You can not change your examination center.
you can not fill new online form.
I am saying one thing you, always think before doing the work.
According to my view,
you have to concentration on your preparation study.
These exam are not easy. you have to more hard work to Crack this exam.
you have to also contact official member of UPSC to solve your problem.
