it seems that topic asked by you is related Computer Science branch in B.Tech.As you have not mentioned your branch so I am assuming that you are a Computer Science student.If it is right then you cannot appear for IES as Computer Science is not included among the four branches mentioned by UPSC for IES examination namely
1.Electrical Engineering
2.Mechanical Engineering
3.Civil Engineering
4.Electronics and Telecommunication
