Yes there is a strong recommendation that you should join a coaching institute for the preparation of the IES exam. because the competition is so intensified that you need to take the extra edge as soon as possible to prove your worth. As you belong to the mechanical stream there is a huge scope in the government sector. Therefore, you must join the coaching institute and be regular with your studies to get selected in the IES exam.

It is good if you want to join for IES coaching before passing out.But 2nd year is too soon to get enrolled.You have not even touched your 50% of whole syllabus of engineering.You can join after 5th semester which is a perfect time for joining coaching.You will get the basic concepts as well as better tricks and tactics.For hyderabad there is ACE academy which is good and well renowned in this field.
