Educational Qualification:
Graduation is the minimum qualification required to apply the IAS exam.
Age:
For General- 21 year to 30 year
Upper Age limit is relaxed By 3 year for OBC, 5 year for SC/ST.
Upper age limit is also relaxed for Defence service personnel.
10 year upper age relaxed for Blind,Deaf,Mute & orthopedically Handicapped.
Other Eligibility:
candidate who are applying for the exam should have Indian citizenship.

Yes, you can apply for IAS officer but you are a deaf above 50% damage don't worry dear you come under physical handicapped. And as your candidates UPSC provides 7 years age relaxation for that candidates. Except it you should have below eligibility to attempt this exam.
1. Should be graduate from recognized university.
2. Age should be 21-30 yrs.
3. Must be citizen of India.

Yes You are fully eligible for the IAS Exam as it does not matter
how much marks you got in the graduation degree
because their is just passing marks are required to sit in the exam.
And also deaf candidates are fully eligible for the exam

-OBC 7
-SC,ST Unlimited
Citizen :
-Indian
Age Limits :
-The Candidate age must be between 21 to 30 years
-Also for the other categories age relaxation for the sc,st is 5 years
-And 3 years age relaxation for obc
