Hello,
PH candidates are eligible for SCRA exam but it depends on the vacancies circular which specifies category of handicapped who are allowed to apply. For example, in this year's notification, out of 42 seats only 1 was reserved for PH and that too for one who is Orthopaedically Handicapped having functional classifications OA. OA means
one arm affected (R or L)
a. impaired reach.
b. weakness of grip.
c. ataxic.
So, it depends on what the notification says.
