Yes you can and it all depends on your preparation i.e smart preparation for the exam that will help you to crack it.if you are strongly determined to crack the exam and you go for good coaching then you can..Don't worry about the results just prepare yourself well.
This is not the point.Anyone who prepare well for the exam and have smart preparation and really work harder for the exam is sure to clear it.Clear your thoughts that an average student cannot clear it...As it can cleared by anyone.Whosoever is strongly determined to work hard without worrying about the result and sure to achieve the goal is the one who will achieve it.

My dear friend each one of us has same brain. None should be categorized as talented,average or below average.It depends also how much we use our minds.How much we believe in yourself. Can we teach a fish to climb a tree? Then why do you think so.First believe in yourself I will do it.
Civil service examination requires continuous study.You don't need to be extra-talented but you have to be regular in your studies.
You go through UPSC official websites.First you understand pattern of examination which papers are compulsory what are optional provided all these things.Take 3-5 days time and take a vow I will do planned and systematic study .You will develop gradually first 2 hrs of study .Then after a month increase your study hours.
One more thing develop a habit of reading The Hindu newspaper. Many things are there but first you build your confidence by being familiar with civil service examination.
