There's no where written that an average student cannot crack the IPS exam.
Just do the following things.
1) Check out the syllabus for the exam
2) Identify your weak areas.
3) Devote more time on those areas
4) Work hard and do proper time management.

if your passion is so strong then you can do it it doesnt matter that you are a average student.

Collect the study material, test papers
Be confident
never think negative thinking in your mind
