dear registration and form no. both are same but in different means,

if you apply for the exam using online method then you gets registration no.

but if you apply for the exam using offline method then you have form no.

registration no. is given to you when your form is accepted by the officials,

Registration number is issued after you fill up your form while form number is issued by UPSC while issuing the form.
you will get form number in offline mode of exam.
if you fill your form online you will be alloted a unique number called your registration number
when you go for e-admit card you can type in your registration number and other details and get your admit card
