Educational Qualification :-

Graduation Degree in any stream from a recognized university , the final year students also eligible for applying preliminary examination .

B-Tech student are applicable for IAS officer exam .

The eligibility criteria for IAS exams is as follows:

Start Preparing for prelims first(I can tell what it consists but then it will presenting ready-made coaching material) and then read one newspaper daily preferably 'The Hindu '(for current affairs)

after b.tech you should first see the syllabus of civil services examination then you should see the papers of previous years, then analyse whether you require coaching to beat this exam or not. if you need coaching then go to a good coaching institute they will guide you on the right track.
then apply for upsc civil services examination, the age limit for the exam is:-
general 21 to 30
obc 21 to 33
sc/st 21 to 35
pd 21 to 40.
