Well friend, UPSC aka Union Public Service commission is a central commission of India which Conducts exams on central Level.

So, UPSC, is responsible for exams at India level not state level.

At state level, *State*Public service commission works, each state has got it's own PSC.

Eligibility Criteria :


Minimum academic qualifications required is a degree in Engineering from a recognised University or equivalent.

M.Sc Degree or its equivalent with Wireless Communications, Electronics, Radio Physics or Radio Engineering as special subject acceptable for certain Services/posts only.

Age Limits : 21-30 years as on 01.08.2012.

And you must remember you can attempts 4 years for general candidates and 7 times for OBC candidates and No limit for SC/ST candidates and you must be physical fit according to govt rules.
