YES girls can appear in the SCRA exam(special class railways apprentices' examination).
This examination is generally conducted to recruit candidates for the mechanical department of the indian railways.
You have to apply online and no other mode of submitting the application is permitted by the commission.
AGE:17 to 21 years as on 1 jan on the year of exam.
the upper age is relaxable to a maximum of threeyears for OBC candidates and a maximum of five years for the sc/st candidatesetc..
Female candidates are exempted from the payment of the fee.

last scra exam is held in the month of the January-2012.
