there is no requirement of any kind of percentage in any of the exam foe any category to give the upsc exam. The educational eligibility is same for all the categories and it says that you must be a graduate in any stram from a recognized indian university
there is not any quota for ex-servicemen in upsc exams., if you are ex-defence personnel then in some exams you will get age relaxation of 5 years.

THERE IS NO SPECIFIC QUOTA FOR EX-SERVICE GOVERNMENT EMPLOYEE.
There is no fixed number of seats for any category in UPSC exams,you will have to earn your place.No body will gift you like that.
The only relaxation that you may get is that you will have relaxation in the upper age.

Friend, there is no any reservation policy in the UPSC Examination for any reserved category. Candidate have to get the job through only through their hard works. The selection list or merit list in all the UPSC Examination is made on the basis of merit or performance of candidates in the examination.There is no any role of reservation policy in the preparation of merit list.The reserved categories are entitled only for availing the benefit of age relaxation in upper age.
