if you want to crack the upsc exams ,than you should prepare for it
when you enter in 11th because your basic must be clear .
increase your sitting time with books and try to read different others book because it will help you to understand the topic.
also you should read the books of general knowledge and current affairs.

anyway if you are studying some courses
then stay with upsc material atlest one hour daily
after you will free from all the things then concentrate on the UPSC exam
for this exam the competation also very high
so that you spend max time to study the upsc subjects
coming to begining of the preparation
first of all you will write the important points of indian polictics,history
and economic
also practice the reasoning and numerical aptitude
that is very help when you writing the examination

The very best time is the second year.
You're in the right time. So start your preparation right now itself.
From now every second you second counts!!
you need to write Preliminary exam of Civil Service followed by Mains.
The qualification for the Civil Service is Graduation(Degree).
Coming to the Preliminary exam, it consists of General Science and Aptitudes.
And the syllabus for the Preliminary is cover everything intermediate level like GK,Biology, everything.
And the syllabus for the Mains is to select two subjects out of 25 subjects but a combo of same stream is avoided like (Electrical Engineering and Mechanical Engineering).
And an Indian language out of 26 languages.
I'd suggest you to go through newspapers, history(Indian), Geography(India) And the problems arising in your state.
And reading the newspapers is just not the thing, you'd analyse the facts and analyse every stuff you go through.
The main important thing is to prepare notes of it. It helps you to reckon everything when you just have glance at it.
And preparing the notes is very good job because you'll never find anything in any book about certain topic which you surely find in dailies.
Go through two languages of dailies (one, perhaps English and second, your language).
And section of subjects for Mains depends on what course you do in your graduation.
After deciding the course, then go should go through previous year papers.
And you can also join a institute just 2years before writing the preliminary exam.
You should create your own time-table because proper planning and execution is more important for success.

the best time for upsc exams preparations is statrt preparation for the exam atleast an year prior.
initially just see the syallabus of the exam, the type of question came in previous years and accordingly make plan for it.
