Candidates who satisfied the UPSC criteria can apply for UPSC Civil Service Exam for the post of IPS, IAS and IRS etc.
Criteria for IPS
You must be graduate in any stream from valid university or its equivalent.
Final year student are also eligible to apply.
No certain percentage of marks required.
Age should be 21 to 30 years for general candidates.
Age should be 21 to 33 years for OBC candidates.
Age should be 21 to 35 years for SC/ST candidates
You must be Indian Citizen.
If army children satisfied the above criteria, they can apply for UPSC exam.
Applicants can apply for UPSC exam through Online and Offline application.

The eligibility criteria for IPS post is:
Anyone who have completed his bachelor's degree in any discipline from a recognised university is eligible in terms of educational qualification.
Candidates age must be between 21-30 years if he/she belong to general category.
Other a relaxation of 3 years to OBC and 5 years to SC/ST is provided by UPSC.
Regarding no of attempts:

obc:7
SC/ST: any no of times.
The examination consists of three stages :
1.Preliminary
2.Main examination.
3.Personal interview.
