Yes my dear friend as you are a graduate from MTU, you are eligible for giving the IAS exam.
The eligibility for giving the IAS exam is that you should be a graduate from a recognized indian university and your age should be in between 21-30 years.

The educational qualification needed to apply for the IAS is to have a bachelor degree in any stream from a recognized university.

The university should be recognized by the UGC.

MTU stands for the Mahamaya technical university .It is a recognized university from the University Grants Commission .So the degree obtained from this university is valid and you can apply for any entrance exam after doing bachelor's degree from it.

So do not worry ,you are applicable for the Indian Administrative services .Civil services examination is the entrance exam conducted for the different services like:
