Yes any candidate who complete his/her graduation degree from a recognized University, he/she can fill the form of upsc examination. IGNOU is a Central University which is fully Recognized by UGC i.e. University Grants Commission and AIU i.e. All Indian University. You can fill the upsc civil services form with IGNOU degree.
