Services exam after completing completing B.Sc IT from NIIT or
BCA from IGNOU as according to commission you need only
graduation from recognized college or university. and you can also
apply for the exam while appearing in final year of graduation.
for appearing in exam you have to fulfill some other requirement like:
>> you must have completed or appearing in final year of graduation.
>>your age must be within 21 years to 30 years on 1 August of the year of exam. there is relaxation in upper age limit upto 3 years for OBC and 5 years for SC/ST candidates.

The education eligibility criteria is-
The candidate must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University Under Section-3 of the University Grants Commission Act, 1956, or possess an equivalent qualification
Hence I am sorry to say that you won't be able to give the exam if you have done B.Sc IT from NIIT.
But if you have done BCA from IGNOU,then you can surely give the exam!

Eligibility Criteria for UPSC Civil Services/IAS exam 2013
A bachelor's degree in any discipline from a recognized university or board or institute
Age should be between 21-30 years and relaxation in age as per government guidelines
5 years upper age relaxation for SC/ST and 3 years upper age relaxation for OBC categories
10 years upper age relaxation for PWD and 5 years for Ex-Servicemen category candidates

Eligibility to do IAS as per UPSC.
1.Minimum Education: Any graduate in any discipline from recognized University is eligible to write IAS Exam.(B.Sc IT or BCA from IGNOU is eligible)
2.Age; Gen: 21-30 years.OBC: 21-33 years.S/C S/T: 21-35 years.
3.Nationality: Indian.
4.Attempts: A Gen can avail 4 attempts.An OBC can avail 7 attempts. S/C S/T: No limit.

The basic criteria for applying in the IAS exams is graduation from any stream,so when you complete your BCA or B.SC you would become a graduate,then why do you have any doubt regarding the eligibility of you for the IAS exams.
If you have doubts regarding the fact that your education is a distant type and is being conducted through distant mode ,then leave those doubts from your mind because the validity of the both type of education is same ,and no one can ask question regarding the authentication of the degree of distant mode.So just relax and apply for the exams.
Sure ,If you have completed B.SC(IT) from NIIT You are eligible because B.Sc(IT) degree does not provide by NIIT While Degree provide by Kuvempu University,Which is a recognize university.
