No, if your degree is completed in 2014 then in 2013 you are not eligible to apply the UPSC. In the final semester you can apply for the UPSC examination. UPSC conducts many entrance examination like IAS, IES, IPS, IFS, CDS....etc. Here i give you the details eligibility criteria for the UPSC examination.
Eligibility Criteria for the UPSC Examination :-
->Graduation degree in any discipline from a recognize university. Final semester B.Tech candidates can apply for the UPSC examination.
->The age must be between 21 to 30 years at the time of examination. Age relaxation is applicable for the reservation category candidates.
So, as per eligibility criteria you are not eligible in 2013. You will be eligible to apply for the UPSC examination in the year 2014. Visit UPSC website :~ http://www.upsc.gov.in
surely you can apply for the UPSC examination in 2013.because you satisfied the UPSC Educational qualification that is the reason you can apply for this examination.Upsc stands for Union public service commission and this examination is conducted by every year.If you interest to apply for the upsc examination you should have this eligibility criteria's. Your age limit should between 21 to 30 years, and you complete the bachelor degree or Engineering degree in any stream from recognized university and there is no minimum percentage of mark for this examination and final year students also eligible for this examination but you can submit the course completion certificate on the office.And you should be citizen of india, and then you should be physically fit for this examination.
Note:-Final year candidates also eligible for the UPSC examination but the candidate should be submit on the course completion certificate to the Office.

sorry to say that you are not eligible for UPSC exam now . you complete your B.tech than you are eligible for UPSC exam .
now in 3rd year you do preparation for your UPSC exam .
Yes you can eligible for the UPSC exam because at that time you will be in your final year of graduation and every final year student are eligible for the exam but you must complete your graduation before the Main exam .
Incorporate to above requirement the other requirement you should also fulfill.
Your age should be between 21-30 if you belong to general cast , 21-33 for obc cast and 21-35 for sc/st & ex-serviceman , 21-40 for physically handicapped .
There are certain limit for the number of attempts that one can give like
4 for general cast
7 for obc cast
and no limit for the sc/st cast .
so be prepared for the exam and give it .

First, you need to know what is UPSC.
UPSC is Union Public Service Commission which conducts many exams in which Civil Service Exam(CSE) is one of them.
CSE has a misnomer as 'IAS exam' or 'UPSC exam'.
Now, You're allowed to write the exam if you're in the final year in 2013.

dear being in final year of engineering you can apply for the upsc exam but you cannot join because at the time of interview you are suppose to produce the certificate of engineering .
eligibility criteria :
candidate must have completed graduation or engineering from a recognized university.
final appearing candiadates can also apply for the upsc exam.
age limit for upsc exam is 21 to 30 years.
candidates belonging to OBC and SC/ST category gets age relaxation of 3 years and 5 years respectively.

- You will be able to appear for the UPSC Civil Services exams only under the circumstances that you are awaiting the results of your Bachelors in Technology in the year when the MAINS of the Civil Services are conducted.
- Hence,if you manage to produce your BTech passing certificate,when & if you proceed to the Mains,then there is no reason why you cannot apply for the Civil Services exams.
The ELIGIBILITY CRITERIA for the CIVIL SERVICE exams are mentioned below ::
01. NATIONALITY.
You must be a citizen of India,
or,You must be a subject of Nepal or Bhutan,
or,You must be a Tibetan refugee settled permanently in India before 1962.
02. AGE LIMITS.
You must be 21 TO 30 YEARS OF AGE.
However the upper age limit is relaxable by 5 years for SC/ST and upto 3 years for OBC candidates.
03. EDUCATIONAL QUALIFICATIONS.
You must have completed your Graduation or equivalent from a recognized university with any subject or stream.
Final year students are also applicable.
Only the passing percentage will be required.
04. SEX.
Both male and female candidates can apply for the Civil Services exams.
05. NUMBER OF ATTEMPTS ALLOWED.
For General category : 04
For OBC candidates : 07
For SC/ST candidates : Unlimited.

sorry to say you are not eligible to write upsc exams
because i think you are studying 2nd year b.tec
so absolutely you are not entered into upsc zone
of course you can write UPSC exam being a final year or with complete degree
first of all concentrate on your studies and prepare well
for your semester exams
see the eligibility for upsc exams is complete degree in any stream
from any university that can be recognized by act
see upsc exam is a not a single session ,it is combication of
plenty of exams
