Yes you can apply for the civil services examination if you have completed the graduation because it does not matter whether you have completed in second or third attempt as they only requires the degree for the proof that you are a graduate from a recognised university after the selection in the same.

Here is the eligibility criteria for the civil services examination given below-
AGE LIMIT-
If you are a general category candidate then your age must be between 21 to 30 years.
Because there are certain age relaxation for the different caste like-
For sc/st 5 years of age relaxation is provided.
For OBC 3 years.
For Defence personel disabled in operations during hostilities with any foreign country will be 3 years.
5 years of age relaxation for the candidates had ordinarily been domiciled in state of jammu kashmir during 1 january 1980 to 31/12/1989.
Maximum of five years in case of ex service men including commissioned officer.
Qualification required-
Graduation from a recognised university.
A qualification rrecognised by the government of India.
Examination includes the three stages -
-preliminary examination also known as CSAT.
-MAINS examination after clearing the CSAT.
-Personality test or the interview after success in the main exam.
Examination pattern is as follows-
CSAT- 2 papers each 200 marks of general studies and multile choice answers for the same.
MAINS- 9 papers of 2000 marks total .
Interview- 300 marks for the interview.
