For appearing in IES exam, you have to between 21-30 years of age for open category, 21-33 years of age for OBC and 21-35 years of age for SC/ST.
As you will be 25 in 2014, you are eligible for IES. You are eligible for UES in 2013 & 2014.

• No you are not eligible for the Indian Engineering services i.e Ies Examination next year (2013).
• But you can definately appear in the above mentioned examination in the year 2014.
• The age limit for this examination is 21 years to 30 years as on 1st august for an respective year.
• Since next year as on 1st august you haven't completed the age of 21 years. You will not be eligible.
• You must be the citizen of India/nepal/bhutan.
• You must have completed the Graduation in any engineering stream from an recognised university.

The Age criteria for IES is as follows-

(a) A candidate for this examination must have attained the age of 21 years and must not have attained the age of 30 years on the 1st August, of the current year

(b) The upper age-limit of 30 years will be relaxable upto 35 years in the case of Government servants of the following categories, if they are employed in a Department/Office under the control of any of the authorities mentioned in column 1 below and apply for admission to the examination for all or any of the Service(s)/Posts mentioned in column 2, for which they are otherwise eligible.

Since you'll be above 21 years by 2013 or 2014,so you qualify to sit for the exam!

For the IES exam the age limit is the 21 to 30 years for unreserved category.
