Yes you are fully eligible for the upsc examination. There is no any need of percentage for applying in upsc. Indian Administrative Services i.e. IAS and Indian Police Services i.e. IPS exams are conducted by UPSC.

The eligibility criteria for appearing in UPSC exam is Graduation in any stream from a recognized university.
The Age limit for UPSC exam is 21 to 30 years on 1 August of Exam Year i.e. If you are appearing in 2012 UPSC exam then your age should between 2 August 1982 to 1 August 1991.
There is five years relaxation for the SC/ST candidates.
There are two types of written examination in UPSC.
UPSC Prelim exam and UPSC Mains exam. You will appear in UPSC Prelim exam first in which Objective type Questions are asked from General English, General Studies etc.

As for the upsc exam you just need to be
pass in graduation from a recognized indian university
And their is no % required to write the upsc exam
just need to be pass in graduation
So their is no need to worry as you can go for the exam
Also the age limit is 21-30
And relaxation will be given to the sc/st of 5 years
And for the obc is 3 years
And for the ph is 10 years

You are eligible for the civil service exam. Civil service exam requirement the graduate passed candidate in any stream from the
approved university. You are the student of the BBM if you complete the degree from the approved university then no issue,
you are eligible for the exam.
The percentage of the marks is no matter for the exam, candidate must have passed with any percentage/grade. The higher
qualification is no matter for the exam. So do not worry with any percentage you are eligible for the exam.
The age limit for the exam is the 21 to 30 years with 4 attempt chance for unreserved category.
