YOU NEED THESE THINGS FOR UPSC EXAM:-
- you should have to passed graduate from the recognized university.
- you must bean indian.
- age for general candidates should be 21 to 30 years without age relaxation.
- age for obc candidates should be 21 to 33 years with 3 years age relaxation.
- age for sc/st candidates should be 21 to 35 years with 5 years age relaxation.

If you are graduate from any recognized university then you qualify for the UPSC exam, there is no rule of the percentage or any class.
Rules are as follows:
- You have Indian nationality
- Age must be in between 21 years to 30 years
- If you are OBC candidate then age relaxation of 3 years
- If you are SC or ST candidate then age relaxation of 5 years
- In general there are four attempts to any UPSC

- If you want apply for the UPSC then you passed degree or graduation or last year appearing for graduation
- There are four number of attempts for UPSC
- Candidate age must be in between 21 years to 3 year (age relaxation for obc for 3 years, SC/ST for 5 years)

There are a number of UPSC Exams which are conducted every year. But in my opinion you are talking about the Civil Services Exam.
So , i have just described the whole eligibility criteria for Civil Services Examination below :
a) Educational Qualification : Graduation in any discipline from any recognized college/university.
b) Final Year Students are also eligible for the Civil Services Exam.
c) Nationality : Indian
d) Age Limit : 21-30 years for Open Category Candidates.
e) There is also a relaxation in upper age of 3 years for OBC Candidates and of 5 years for SC/ST Candidates.
So , you can see above that there is no any percentage bar in graduation for Civil Services Exam. If you have passed your graduation then you are eligible.
