Here ,you have not mentioned the which UPSC exams you desire to apply.
IF your age is between 17 to 21 years then you are applicable for the SCRA exams.
But some other examinations like:
>>Civil services examinations :
~~age should be between 21 to 30 years
~~Graduation in any stream is the minimum requirement.
~~Final year candidates are also eligible to apply
>>Combined defence services.
~~ Graduation is the minimum requirement.
~~age should between 19 to 25 years.
>>Indian forest services
>>Central police force examinations
For these examinations ,you are not eligible.

Dear, Sorry to say that you can't apply for UPSC exam except NDA & SCRA (if you are from Science background). You can't apply for another exams because you have to produce passed marksheet at the time of Main exam or interview. So, there are no chances to submit the same at 1st year....but you can prepare die hardly...Good Luck...

1.Candidate must have a bachelor degree.
2.Candidate must be indian.
3.Age of candidate lies between 21 - 30 years.
so you have not completed your graduation and you are also lies in between the limit of these exams.

UPSC conducts various exams at the Undergraduates and Graduates Level.
At the Undergraduates level it conducts exams like NDA and SCRA.
Minimum educational qualification at the undegraduate level is 12th pass/equivalent.
At the Graduates level it conducts exams like Civil Services,CDS,CPF,etc.
Minimum Educational qualification is Graduation in any discipline from a UGC recognised University.
Final year appearing students can apply on provision.
Since you are not a graduate now you cannot apply for Graduate level exams by UPSC.
Obviously you can apply & appear UPSC exams at the undergraduates level after meeting all the
eligibility criteria prescribed for it.

Unfortunately it is not possible.
Minimum education qualification required to apply for UPSC Examination is Graduation in any discipline from recognised University.
So being a 1st B.Com Student you are not eligible to apply for UPSC exam.
So I advise you to 1st complete your Graduation with full concentration on to it and than apply for UPSC Exam.
In the mean time if you want you can start preparing for UPSC Exam in your vacation time or spare time.
By starting to prepare earlier will give you more time to cover more syllabus and doing multiple revisions of syllabus/subjects.

You can apply for the various exams on the basis of your
12th class but it will depend on the criteria as on the basis
Of your 12th class you can go for the SCRA Exam as well
As the NDA Exam but the candidate should be a science students
Here is the Eligibility Required For the NDA Exam:
-The candidate should be pass in 12th hsc exam
-The candidate should be pass in 12th with physics and maths
-The age of the candidate should be between 16.5-19
-The candidate should be unmarried
Eligibility for the SCRA Exam:
-The Aspirant must be pass in 12th board exam
-The Aspirant should have subjects pcm in 12th class
-The age of the candidate should be between 17-21
But if you are a commerce students than also don't need to worry much
As you can apply for the civil services exam after completing your graduation
But your age should be minimum 21

also as far as upsc 12th based examinations are concerned you are not eligible to appear for them as well.
there are only two 12th based upsc examinations.
Special Class Railway Apprentice Exam
National Defense Academy and Naval Academy Examination (NDA/NA).
for the NDA examination you need to pass 12th from a recognized board with
PHYSICS MATHEMATICS ENGLISH as subjects .
while for the SCRAexamination you need to pass 12th from a recognized board with
PHYSICS MATHEMATICS CHEMISTRY as subjects .
for the other upsc graduation based examinations you need to pass graduation.
as per the eligibility criteria for the graduation based upsc examination
the aspirants can also apply while pursuing the final year of their graduation.
after your graduation you will become eligible to apply for the upsc examination such as

Sorry to say that you can apply for UPSC exams while appearing in 1 year of B.Com. According to UPSC notification you can apply for UPSC exams like Civil Services exam in final year of graduation or after completing graduation.
Eligibility Criteria For Civil Services:
1. Graduation in any stream
2. your age must be within 21 years to 30 years on 1 August of the year of exam. There is also relaxation of 3 years for OBC and 5 years for SC/St candidates in upper age limit.

We are sorry to say dear that you can not apply for UPSC exams when you are pursuing 1st year of your degree but after completing your degree you may apply for civil service examination
A bachelor's degree in any discipline from a recognized university and final year pursuing candidates are also eligible to apply for this exam
Age of the candidate should be between 21-30 years and relaxation in upper age as 5 years for SC/ST and 3 years for OBC category candidates
If you wants to prepare for civil service examination and want to become an IAS officer then you should start your coaching institute preparation because you are pursuing 1st year and this is the golden time for you to prepare for this examination and if you give these 2 years for your preparation and when comes in final year then you would be eligible to apply for this exam and you should apply and get qualified at once in the preliminary examination but presently you need to learn everything about this examination then go for examination
