No, You cannot fill up the form of Combine Medical Examination i.e. CMS exam of UPSC.
In the Rules and Notification of UPSC CMS exam it is clear written that Only MBBS degree holders can apply for this examination.

* As per rules of UPSC, to apply for exam you must have MBBS degree.
* So you aren't eligible for this exam.
Sorry to inform you that You can not apply for Combined Medical Service examination.
Because to apply for this examination the candidate must have completed Bachelor of Medicine and Bachelor of Surgery (MBBS) degree from a recognized university.
The candidate has to pass MBBS with at least 50% marks.
The candidate must be physically fit to apply for this exam.
Age limit is 21-32 years.
As you are not a MBBS student, you can not apply for this exam.
