Yes if you have completed your degree in distance then there is no problem about that because UPSC required only a completed degree in any discipline but your degree should be from a recognized university means your university/institute/college should be recognized from UGC or AICTE under Indian Government and should have at least 50% marks in degree then you can apply for UPSC Civil Services exams.
Your age should not be exceeded than 30 years and less than 21 years and relaxation in upper age as per government guidelines which is 5 years for SC/STs and 3 years for OBC category candidates and 10 years in case of PWD category.

1) Nationality: The candidate must be an Indian citizen.
2)Age : The upsc civil exam appear candidates age between 21 to 30 years .Age relaxation for SC ,ST ,OBC ,handicapped persons details given below.
(i)5 years age relaxable for SC,ST candidates
(ii)3 years age relaxable for OBC candidates
