Yes you can apply for it as final year graduates can apply for it and one can apply for it at www.upsconline.nic.in after the notification is issued.

in the notification itself mention about educational qualification which says that=candidate who passed graduation froma recognized university or candidates who are in degree final years are eligible for civil service exam

age limit=minimum year is 21 years and maximum (for all categories) is 30 years
5 years of relaxation for sc/st/ex-service men upto 35 years
3 years for obc upto 33 years
10 years for physically handicapped upto 40 years
