IPS is one of the post which you can get through UPSC Civil Services Exam. Civil Services exam is conducted by UPSC every year.
For Civil Services Exam you need graduation degree in any discipline from recognized college or University.
This year(2013) the last date of Receipt of application form is already gone so you have to wait for the release of Notification for Civil Services-2014 Exam.

There is no any special website for Indian Police Service. Candidate interested in IPS Examination have to visit the official website of UPSC. In order to sit for the IPS Examination, candidate have to apply for CSAT (Civil Service Aptitude Test) which is common exam for IAS and IPS.
