SCRA-Special Class Railway Apprentices.
Eligibility:
The candidates should have completed 21 years of age by 1st August and the minimum age for aspiring it is 17 years.
The relaxation limits for SC/ST candidates is 5 years.
For backward classes it is 3 years.
For Ex-service men the limit is 5 years.
Education qualification:
The candidate must have passed +2 with (10 +2) pattern of school education with mathematics and either physics or chemistry with it.
Examination Pattern: -
-General Ability Consist of English, General Knowledge, Psychology
-Physical Science Consist of Physics and Chemistry SCRA-Special Class Railway Apprentices.

the age limit for OBC category for SCRA exam is 17 years to 24 years on 1 January of the year of exam. you should not have attained the 24 years of age on 1 January. if you will attain the age of 24 years next year on 1 January or before then you are not eligible to apply. else you can apply for the exam.
Acronym SCRA is Special Class Railways Apprentices Exam. The exam is conducted by UPSC for the posts in Indian Railways department.

I am sorry to say that being 23 years of age does not fits in the age category of the SCRA exam.
For giving the SCRA exam you must be a 12th passed or appeared candidate and your age should be in between 17-21 years.
Your age should not be less than 17 years and not more than 21 years. And as your age is more than 21 years, you are not allowed to give the SCRA exam.
