Dear pal,
- Aspirants are eligible for UPSC exam only in the final year not in the prefinal year. Being a engineering aspirant you can apply only in your fourth year for the exam
- Appearing in third year holds good only for those who are doing three year bachelor degree. For them it is their final year and so they are eligible.
- At the same time while applying in the final year you need to have completed 21 years of age or else you can not apply in your final year .
- Satisfying both the academic as well as age criteria is necessary for one to apply for the UPSC exam failing to satisfy anyone will lead you trouble eventhough you have applied for the same

No dear; you can not write the UPSC Exams in your pre- final year of Graduation.
However you are eligible to apply for these exams in your final year of degree (i.e. in your 4th year of B.Tech. course) and at the time of Main's exam you will have to show your degree( proof that you are eligible for the mains exam).
If you are still not satisfied then read the statements mentioned in the official UPSC notification for the Civil services exam.
Candidates who have appeared at an examination the passing of which would render them educationally qualified for the Commissions examination but have not been informed of the results as also the candidates who intend to appear at such a qualifying examination will also be eligible for admission to the Preliminary Examination. All candidates who are declared qualified by the Commission for taking the Civil Services (Main) Examination will be required to produce proof of passing the requisite examination with their application for the Main Examination failing which such

Dear Friend,
Nice to hear that you want to give UPSC Exams , but i would like to tell you that UPSC Conducts a number of examinations per year.
Also , the eligibility criteria for Most of the exams are almost common as they are mentioned below :
* You must have completed your graduation from any recognized college/university.
* Final Year Students are also eligible for the exam.
* Your age must be in between 18-30 years.
* There is also a relaxation in upper age provided to students belonging to reserved categories.
* You must have Indian Nationality.
Now , as you have mentioned above that you are currently pursuing B.Tech and are in 3rd year . So , in this case you are not eligible for UPSC Exams , you have to wait for one more year to get the eligibility.
This is the information i have to the best of my knowledge regarding your query. Hope the information will help you to the extent you want.
One can write the exam either in the final year of graduation or after you complete your graduation .....

Because engineering graduation take time 4 years for being completed and other graduation such as B.Sc take time 3 years for being completed.
For that exam you should be graduate and also can apply in the last year of graduation.
No percentage barrier for that exam only you should be graduate , If you just have passing marks in graduation then you are also eligible .
