The abbreviation of CID is Crime Investigation Department.
The abbreviation of CBI is Central Bureau of Investigation.
The abbreviation of UPSC is Union Public Service Commission.
Not at all, you can't attend Union Public Service Commission exams for CID or CBI posts at current time.
The educational qualifications regarding with CID or CBI exam are below mentioned:-
# Candidates must have finished their bachelor degree in any curriculum from any approved institution.
# Candidates of last year of bachelor degree are also preferable for this exam.
# There is no need of percentage in bachelor degree for this exam.
The age criteria and relaxation regarding with CID or CBI exam are below mentioned:-

Prudvi, you can not attend this exam as you are in 2nd year of your graduation.
The minimum need is graduation from govt. recognized university.
Age: 21 to 30 year for open category.
For reservation quota relaxation of about 5 year, but based on category again.
I advise you to prepare properly and then give the exam. dont rush for it. you have enough time to prepare, so you can appear for exam after graduation.

First of all i would like to tell you that the Union Public Service Commission does not conduct any examination for the selection of candidates in CID or CBI.
The Full Form Of CID is Central Investigation Department whereas CBI Stands for Central Bureau Of Investigation.
If you want to join CID or CBI , then you have to appear for the Combined Graduate Preliminary Examination which is conducted every year by the SSC [Staff Selection Commission].
The Eligibility Criteria for Combined Graduate Preliminary Examination are :
1) The candidate must have completed graduation in any stream from any recognized college/university.
2) The candidate must have completed graduation with Maths as one of the main subjects.
3) Candidates in final year of graduation are not eligible for the exam.
4) The Age Limit for the Exam are :
- For general Candidates : 21-30 years
- For OBC Candidates : 21-33 years
- For SC/ST Candidates : 21-35 years
5) The candidate must be mentally and physically fit.
6) The candidate must be an Indian Citizen.
Since , you are currently studying in 2nd year of B.Com , so its quite clear that currently you are not eligible to appear for the Combined Graduate preliminary Exam which in turn we can say that currently you cannot join the CID or CBI.
