-You can appear the CPF exams,only if belong To the category of Ex-Government Employees or ex-Servicemen.
-The complete Eligibility Criteria of the CPF exams are mentioned below-
{01} NATIONALITY
You must hold a citizenship of India.
{02} AGE LIMITS.
You must be 20 To 25 Years of Age.
However,the upper age limit is relaxable by-5 Years for SC/ST,5 years for Government Employees and ex-Servicemen,3 Years for OBC Candidates AND by 3 years for Physically Disabled.
{03} EDUCATIONAL QUALIFICATIONS.
You must have completed your Graduation or equivalent,from a recognized university,with any subject or stream.
Only Passing Percentage is required.
Final year students are also applicable.

age relaxation of 5 years in case if you have atleast completed of 5 years as CENTRAL EMPLOYEE in the same i.e if you have either completed your service by 5 or more years either in any RANK irrespective of any forces,.
for example you must have joined the said forces before atleast 2007 to be eligible for the age relaxation.

central police force (CPF) held once every year
whose eligibilty criteria are
1.university graduate of any stream either in final year/passed out with 55% in graduation
2. age limit within 20-25 years relaxation in the upper age limit,
of 3 years for the OBCs
and
5 years for the SC/STs.

2.OBC : 20 years to 28 years.

there is 5 years relaxation for central government employs and Ex-Serviceman up to 5 years in upper age limit.

There no mention of that a civil servant must have this much of service period like ssc which says three year minimum service for availing age relexation so any one who is in training can apply the exam provided the candidate furnish the approval from the commandant /informed that he/she apply the exam
